This product, which appears to be baking soda mixed with acrylic medium... behaves exactly how you'd expect white acrylic paint to behave. Creating smooth snow deposits is nearly impossible. almost impossible to make look realistic on a mini base. Creating snow which does not have large dry clumps, or "peaks" from where you lift the brush is not possible.
Do yourself a favor: construct snow forms form some kind of modeling compound (like milliput) and apply matte varnish, and then snow microballoons.
